Two like charges repel; two opposite charges attract.
To make an accelerator you must have a charge.
The accelerator has to work in a vacuum.
The closer to the speed of light you go, the more energy is required, this creates more mass.
How do you stop a beam? Use graphite.
To make an accelerator you need:

collision
detection.
